Why 2R + T works
Twice the riser plus the tread should land between 24 and 25 in. The rule captures something real about walking: stride length is roughly fixed, and climbing trades horizontal travel for vertical. A stair that takes too much of both at once is exhausting; one that takes too little makes you shuffle.
It also explains a mistake people make when short of space. Faced with a tight run, the instinct is to keep the riser and shrink the tread. But shrinking the tread while the riser stays high pushes 2R+T out of range in the worst direction — steep and cramped, the combination that produces missed steps on the way down.
Two related rules give the same answer: R + T = 17–18 in, and R × T = 72–75. Any of the three is a sanity check, not a substitute for the code limits.

A stair built exactly at 7-3/4 in and 10 in is legal and feels steep. If you have the floor space, spend it: dropping to a 7 in riser on a 9 ft rise costs about 10 in of extra run and is noticeable every single day.
Uniformity matters more than the exact numbers
The 3/8 in variation limit exists because people climb stairs on autopilot. After two steps your body has learned the rhythm, and a riser that differs by half an inch — very often the bottom or top one, where someone accommodated a flooring change — is exactly where falls happen.
This is why you never pick the riser height directly. You divide the total rise by a whole number of risers and accept whatever decimal comes out. A rise of 108 in over 15 risers is 7.2 in each, identical, and that uniformity is worth more than a round number would be.
Nosing and effective tread
Tread depth in code is measured nosing to nosing, not the physical board width. A projecting nosing of 3/4 to 1-1/4 in adds usable foot room without adding to the total run, which is why nosings exist. If your treads are cut from 2x12 stock at 11.25 in and overlap the riser behind by an inch, the code tread depth is about 10.25 in.
